Fluffy Headed Baby Ty

I was on sexypeople-blog.com earlier and came across this photo of a baby.

And I couldn't help but think to myself "hmm.... that looks like a young Ty Pennington"

Or maybe its that one actor that LOOKS kinda like Ty, but isn't him. Anybody know who I'm talking about?
